It’s not taking up water to holding tank. It’s staying in the carpet

I borrowed a Hoover Deep Clean Steamvac to clean my carpet and it seems to be blowing air instead of sucking water & crud in. Any ideas?
Where is the intake tank latch? Is it the one to lock it into place or a different one?
